What's missing:
1. Any reference to the uneven distribution of AI's costs and benefits, or its disproportionate impact on vulnerable populations.
2. Any clear requirement to reform federal procurement of AI.
3. Any actual new money for AI research.

4. Any obligation on industry to shoulder the responsibility for the displacement of workers because of AI.
5. Now that I think of it, *any obligation on industry.*
6. A clear plan to protect researchers who audit AI for safety, privacy, or bias.
